Rules verified against the Board of Behavioral Sciences’ own forms and publications on September 27, 2026

In California, the Board of Behavioral Sciences (BBS) licenses marriage and family therapists through a long sequence of registrations, forms, exams, and deadlines, and it runs from your first practicum client to the day your license issues. This cheat sheet puts every step in order, names the form each step uses, and links to the Board’s own copy of it, because a missed signature or a late application can cost hours you have already worked.

The order matters more than it looks, because several steps have to happen before another one starts, such as the employer Live Scan before post-degree hours or the oversight agreement before an outside supervisor starts supervising you.

Graduate school

Practicum, trainee hours, and the paperwork that protects them

  1. Enroll in a qualifying MFT degree program

    The LMFT route starts with a master’s or doctoral degree that meets the Board’s educational requirements in Business and Professions Code section 4980.36: at least 60 semester units (or 90 quarter units), including at least six semester units (or nine quarter units) of supervised practicum with at least 225 hours of experience, 150 of them face-to-face counseling.   2. Enroll in practicum before you see clients

    • Hours count only after you finish 12 semester units (18 quarter units) of graduate study, and you must be enrolled in a practicum course whenever you counsel clients as a trainee.
    • You may keep counseling clients during a gap in practicum enrollment only if the gap lasts less than 90 calendar days and falls between two practicum courses, or between a practicum course and your degree award date. During a gap of 90 days or more, you may not see clients at all. The Board’s practicum requirements FAQ has the details.
    • Trainees work as employees or volunteers, never as independent contractors, and never in a private practice or professional corporation.

  3. Sign a Supervision Agreement with every supervisor BBS form

    • You and each supervisor complete the Supervision Agreement within 60 days of starting supervision, or before supervision ends if it lasts less than 60 days. It includes a supervisory plan you develop together. Keep every page of the signed original, because the original goes in with your licensure application years later.
    • If your supervisor is not employed by your employer, or supervises as a volunteer, the supervisor and your employer also sign a written oversight agreement before supervision begins. The Board publishes a sample oversight agreement, which goes on the employer’s letterhead.
    • Look up your supervisor’s license on the DCA license search when supervision starts and again near its expiration date. Your hours count only while that license is current, active, and not suspended or on probation.
  4. Start seeing clients, and log every week BBS form

    • Record your hours on the Weekly Log of Experience Hours and have your supervisor sign it every week. Use a separate log for each supervisor and each work setting, and keep pre-degree and post-degree hours on separate logs.
    • You keep the logs yourself and send them to the Board only if it asks for them.

  5. In your final semester, arrange an employer Live Scan

    • If you will keep seeing clients after graduation, at your practicum site or a new job, those hours can count before your AMFT number arrives only if your employer required Live Scan fingerprinting before you earned them.
    • Complete a separate Live Scan for each employer and keep a copy of each completed Request for Live Scan Service form, with the employer named in section 2.
    • This is not the Live Scan for your AMFT application. It goes in with your licensure application, and the 90-day rule section below explains how the two differ.
  6. Before you leave each site, collect your signatures BBS form

    • When supervision with any supervisor ends, have that supervisor complete and sign an Experience Verification form right away, while you can still reach them. Use one form per supervisor and per employer, and separate forms for pre-degree and post-degree hours.
    • Leave with your signed Supervision Agreement, any oversight agreement, your signed weekly logs, and a copy of your employer Live Scan form.
    • If you volunteered at the site after graduation, ask the employer for a volunteer verification letter on its letterhead that states the dates you volunteered.

    Never backdate a form. Every BBS form prints its revision date, the Supervision Agreement is signed under penalty of perjury, and the Experience Verification warns that knowingly false information may be grounds for denying your application.

Graduation and your AMFT application

The 90-day window starts the day your degree is awarded

  1. Graduate, and note your degree award date

    Your 90-day clock starts on the date your degree is conferred, as posted on your official transcript, which may differ from the date of the ceremony. For post-degree hours to count before your registration is issued, the Board must receive your AMFT application within those 90 days. Until your AMFT number is issued, you may not work or volunteer in a private practice or professional corporation.

  2. Gather your AMFT application packet BBS form

    The Board’s in-state AMFT registration packet contains the application, the Live Scan form, and a checklist. You need:

    • The completed Application for Associate Marriage and Family Therapist Registration, in your legal name, signed in ink or with a secure electronic signature.
    • A $75 check or money order payable to the Behavioral Sciences Fund. That is the reduced fee for applications postmarked July 1, 2026 through June 30, 2030; the standard fee is $150.
    • Your BBS Live Scan, using the Request for Live Scan Service form in the packet. Get fingerprinted no more than 60 days before you submit, then mail the second copy of the completed form with your application. The Department of Justice and FBI fees total $49, plus the Live Scan site’s own service charge.
    • Your official transcript and your Degree Program Certification, either in an envelope sealed by your school that you include in your application packet, or emailed by your school directly to BBStranscripts@dca.ca.gov. The Board advises requesting both no earlier than two weeks before you submit.
    • Optional now, required later: proof of the six-hour suicide risk assessment and intervention training and the three-hour telehealth course. Both must be done before you apply for licensure, and you can send proof with either application.

    Leave out your pre-degree hours and your supervision forms. Those go with your licensure application after all of your experience is complete. The address you enter on the application is public, so use a post office box if you do not want your home address published.

  3. Mail the application so it arrives within 90 days

    • Hold the application and check together with a single clip. Staples and paper clips interfere with the Board’s scanning.
    • Mail it with tracking. The Board cannot confirm that it received your application, so your tracking record and your cashed check are your proof.
    • Give the Board an email address you will keep after graduation, because it sends notices there for the rest of the licensure process.
    • Standard processing is 30 business days and can run longer in graduation season. The Board posts weekly processing updates on its social media accounts.
  4. Create your BreEZe account

    BreEZe is the state’s online licensing portal. Once your registration is issued, it is the fastest way to renew, update your address, apply for the Law and Ethics Exam, and eventually request your license.

  5. Receive your AMFT registration number

    Your registration expires one year from the last day of the month in which it was issued, and it can be renewed five times, for six years in all. Post-degree hours count from here on, along with any hours that qualify under the 90-day rule. The associate years

Hours, supervision, the Law and Ethics Exam, and yearly renewal

  1. Take the California Law and Ethics Exam in your first year

    • State law requires a new AMFT to take the California Law and Ethics Exam within the first year of registration. Apply in BreEZe for the fastest processing (a mailed application takes four to six weeks), pay the exam fee of $75 through June 30, 2030 ($150 standard), and schedule with Pearson VUE.
    • If you do not pass, you can apply for a re-exam right away, but you can retest only after 90 days. The Board describes at least three chances to pass in each renewal cycle.
    • The name the Board has on file must match your government-issued photo ID.

  2. Renew your registration every year

    • To renew, you must have taken the Law and Ethics Exam during the renewal cycle if you have not yet passed it. Taking it is enough to renew; passing is required later, for licensure.
    • Complete three hours of continuing education in California law and ethics during every renewal cycle, even after you pass the exam, and keep the certificates. The Board’s registrant continuing education guide lists acceptable providers.
    • Pay the renewal fee, $75 through June 30, 2030 ($150 standard). Renewals filed online in BreEZe take effect right away.

    Renew on time. Hours you earn while your registration is expired do not count toward licensure. More detail is in BBS renewal in California and continuing education for licensees and registrants.

  3. Keep every week of supervision in compliance

    • As an associate you need at least one unit of supervision in every week you claim hours, in every setting where you work, plus one more unit in that setting in any week you provide more than 10 hours of direct clinical counseling there. Hours spent at supervisor-approved workshops, seminars, training sessions, and conferences are exempt from this rule. The full rules are in supervision rules at a glance.
    • You must work as a W-2 employee or a volunteer, never as an independent contractor, and clients may never pay you directly.

  4. Collect paperwork every time something changes

    • New supervisor: sign a new Supervision Agreement within 60 days (or before supervision ends, if sooner), and if the supervisor works outside your employer or volunteers, have the oversight agreement signed before supervision begins.
    • Leaving a supervisor or a job: get the Experience Verification signed the day supervision ends.
    • Each year of paid work: keep your W-2 from each employer. Volunteer work: get the volunteer verification letter with your dates.
  5. Pass the Law and Ethics Exam before your registration reaches six years

    You must pass the exam to be licensed and to receive a subsequent registration number. If your hours are not finished when your first registration reaches its six-year limit, you can apply by mail for a subsequent registration, no earlier than 90 days before the first one’s final expiration and only after passing the exam. An AMFT holding a subsequent registration may not work in a private practice or professional corporation.

  6. Finish 3,000 hours over at least 104 weeks

    The categories, caps, and the six-year window are laid out in hours requirements at a glance. Hours earned more than six years before the Board receives your licensure application do not count, except for up to 500 practicum hours. Once your hours are complete, you still need at least one hour of supervision each week in every setting where you provide direct clinical counseling while you finish the process. How long it usually takes and what associates earn along the way are covered in their own guides.

Licensure

The application, the Clinical Exam, and your license

  1. Complete the two pre-licensure courses

    You need six hours of coursework or supervised applied experience in suicide risk assessment and intervention, and three hours on providing mental health services via telehealth, including telehealth law and ethics. If your degree program covered them, your school can certify it. Suicide risk training that was part of your supervised experience can be certified by your training director or primary supervisor. Otherwise, take a course from a provider the Board accepts for continuing education.

  2. Submit your Application for Licensure BBS form

    The Board’s in-state Application for Licensure includes a checklist. You send:

    • The completed application with a $250 check or money order, which is a $125 application fee plus the $125 Clinical Exam fee at the reduced rates in effect through June 30, 2030.
    • An Experience Verification form for each supervisor and each employer, with pre-degree and post-degree hours on separate forms.
    • The signed original Supervision Agreement for each supervisor, or the Supervisor Responsibility Statement for supervision that began before January 1, 2022.
    • For post-degree hours, your W-2 for each year and each employer (a current pay stub for the current year), or a volunteer verification letter for each volunteer position.
    • A copy of each employer Live Scan form, if you are counting hours earned between graduation and registration.
    • Any written oversight agreements, and proof of the telehealth and suicide risk courses if you have not sent it already.

    You can file this application before you pass the Law and Ethics Exam. Leave out your weekly logs unless the Board asks for them.

  3. Take the LMFT California Clinical Exam within one year

    Once the Board approves your application and you have passed the Law and Ethics Exam, you receive a notice of eligibility and schedule the Clinical Exam with Pearson VUE. You must sit for it within one year of the date your application was approved or, if you passed the Law and Ethics Exam after that, within one year of the date you passed it. If you do not pass, you must retake it within one year of the failed attempt, after a waiting period that the Clinical Exam guide explains.

    Watch the one-year deadlines. Missing one closes your file, and when you reapply, any hours more than six years old at that point no longer count.

  4. Request your initial license BBS form

    After you pass both exams, file a Request for Initial License Issuance. If you ever held an associate registration, apply online in BreEZe for the fastest processing; a mailed request takes about 30 working days. The fee is $100 through June 30, 2030 ($200 standard), and you must apply within one year of being told you passed, or the file is closed.

  5. Celebrate: you are a Licensed Marriage and Family Therapist

    Your license issues online in BreEZe first, and the certificate follows by mail. Once it shows online, you are licensed. Renewal then moves to every two years, with its own continuing education requirement, which the BBS renewal guide covers.

Where hours get lost

The 90-day rule and your two Live Scans

The weeks between your degree award date and your AMFT number are the easiest place on the whole road to lose hours. State law lets post-degree hours from that gap count toward licensure only when all three of these are true:

  1. The Board receives your AMFT application within 90 days of the degree award date on your transcript. The postmark does not count; the application has to reach the Board by day 90.
  2. Your employer required Live Scan fingerprinting before you earned the hours. This applies to everyone who completed graduate study on or after January 1, 2020, and hours count only after the date recorded on that employer’s Live Scan form.
  3. The Board then issues your registration.

If your application arrives after the 90 days, you can still register, but post-degree hours count only from the date your registration is issued. The Board’s own summary is Don’t Lose Your Hours: Know the 90-Day Rule.

No Live Scan from your employer means no gap hours. If your workplace did not require fingerprinting before you earned post-degree hours, the Board cannot count hours from your degree award date until your registration is issued, and the law provides no exception. The only proof it accepts is a copy of the completed employer Request for Live Scan Service form, not Department of Justice results or a letter from your employer.

Why you need two Live Scans

Fingerprint results cannot be shared between agencies, so one Live Scan cannot do both jobs. Trainees do not need either one before graduation, but a trainee who stays on at the same agency after the degree must be fingerprinted by that agency before earning post-degree hours for those hours to count under the 90-day rule.

Supervision rules at a glance

The Board measures supervision in units, and most of the rules below are stated in them. Face-to-face supervision can be in person, by live two-way video, or a mix, and it must happen in the same week as the hours it supports.

No more than six hours of supervision count in any single week, and at least 52 of the 104 required weeks must include individual or triadic supervision.

Individual

1 hour = 1 unit

One supervisor and one supervisee.

Triadic

1 hour = 1 unit

One supervisor and two supervisees. It counts the same as individual supervision.

Group

2 hours = 1 unit

One supervisor and no more than eight supervisees, in segments of at least one continuous hour.

As a trainee

  • At least one unit in every week you gain experience, in each setting, in that same week. Hours spent at supervisor-approved workshops, seminars, training sessions, and conferences are exempt from this rule.
  • One additional unit for every five hours of direct clinical counseling in a week in a setting. Trainees may average these additional units over the whole time they work in a particular setting.

The Board’s example: a trainee who provides 16 hours of direct clinical counseling in one week needs four units of supervision for that week, and three of them may be averaged over other weeks.

As an associate

  • At least one unit in every week you claim hours, in each setting, in that same week. Hours spent at supervisor-approved workshops, seminars, training sessions, and conferences are exempt from this rule.
  • One more unit in that setting in any week you provide more than 10 hours of direct clinical counseling there. Associates cannot average.

The Board’s examples: 25 hours at one job in a week requires two units. Twelve hours at one job and nine at another requires three units that week, two at the first job and one at the second.

  • Client-centered advocacy means researching, identifying, and accessing resources and services for clients, and your supervisor decides which of your activities qualify.

Protect your hours

Keeping your records

You are responsible for collecting and storing the signed forms on this page, and the Board may ask for some of them years after they were signed.

Keep originals and a scan

Store the signed originals in one place and a scanned copy somewhere else. The Supervision Agreement goes to the Board as the signed original, every page, and the Experience Verification needs an original or secure electronic signature, so treat the scan as your backup.

Get signatures on time

Signatures are hardest to get later, after a supervisor has moved on. Sign the Supervision Agreement within 60 days and the Experience Verification the day supervision ends, and never date a form earlier than the day it was signed.

Keep them long term

Keep continuing education certificates for at least two years after each renewal period, because the Board does not track them for you and can audit. Keep your hours records well past licensure, since every state sets its own rules if you ever license elsewhere.

Questions students ask

Frequently asked questions

Do I really need two Live Scans?

Yes, if you plan to count hours earned between your degree award date and your AMFT number. The employer Live Scan has to be done before those hours and goes in with your licensure application, while the BBS Live Scan is part of your AMFT application. Fingerprint results cannot be shared between agencies, so one cannot stand in for the other. If you will not earn any hours until your registration is issued, the Board needs only its own Live Scan.

When should I get my employer Live Scan?

Before your first post-degree hour at that employer, because hours count only after the date recorded on the form. If you plan to stay at your practicum site after graduation, arrange it during your final semester, and repeat it for every employer where you will earn hours before your registration is issued.

What if the BBS receives my AMFT application more than 90 days after my degree award date?

You can still register, but no post-degree hours count until your AMFT number is issued. The 90 days run from the degree award date posted on your transcript to the day the Board receives the application, not the day you mail it.

What goes in with the AMFT application, and what do I keep for later?

The AMFT application carries the application form, the fee, the second copy of your BBS Live Scan form, and, unless your school sends them electronically, your sealed transcript and Degree Program Certification. Everything about your hours stays with you until you apply for licensure: Supervision Agreements, oversight agreements, Experience Verifications, weekly logs, W-2s, volunteer letters, and employer Live Scan forms.

Do I send my weekly logs to the BBS?

No. Your supervisor signs them every week and you keep them. The Board asks for them only when it needs them, for example to separate out hours earned before a registration was issued, and your Experience Verification forms report your totals when you apply for licensure.

Does the BBS accept scanned or electronically signed forms?

Partly. The Board’s FAQ says signed documents may be original, scanned, or electronically signed, and its applications accept an electronic signature made through a secure platform such as Adobe Sign or DocuSign. The Supervision Agreement is stricter: the regulation and the form both call for the signed original, every page, with your Application for Licensure. Keep every original, with a scanned backup.

Do I have to pass the Law and Ethics Exam to renew my AMFT registration?

No. You must take it during each renewal cycle until you pass, so a failed attempt still meets the renewal requirement. You do have to pass it to receive a subsequent registration and to become licensed, and the three hours of law and ethics continuing education are required at every renewal, even after you pass.

What happens if my hours are not finished within six years?

Two separate clocks run. Your registration cannot be renewed past six years, so you would need a subsequent registration, which requires a passed Law and Ethics Exam and does not allow work in a private practice or professional corporation. Hours also count only if they fall within the six years before the Board receives your licensure application, except for up to 500 practicum hours.

Can I apply for licensure before I pass the Law and Ethics Exam?

Yes. The Board’s instructions say the Application for Licensure can be submitted before you pass, but you will not be approved for the Clinical Exam until you have passed the Law and Ethics Exam.

How do I know the BBS received my application?

The Board cannot confirm receipt because of its volume, so mail every application with tracking and watch for your check or money order to clear. If anything is missing, the Board sends a deficiency notice, and you have one year from that notice to fix it before the file is closed.

What counts toward my 3,000 hours?

Direct clinical counseling with individuals, couples, families, or groups, plus nonclinical work: supervision, progress and process notes, clinical reports, psychological testing, client-centered advocacy, and workshops or trainings your supervisor approves. Your supervisor signs off on what counts, and the limit for each category is in hours requirements at a glance.

When am I officially licensed?

When your license appears in BreEZe after you file the Request for Initial License Issuance and pay the fee. The certificate arrives by mail afterward, and you have one year from being notified that you passed your exams to make the request.

AMFT Registration in California: Your First Steps

What this page covers. The steps, forms, and deadlines on the route from MFT trainee to Licensed Marriage and Family Therapist in California. It began as the checklist that Mikaela Abundez, Director of Student Services and a Registered AMFT, maintains for Sentio MFT students, and this public version replaces anything specific to one clinic with the rule that applies at every California site.

Where the facts come from. The Board of Behavioral Sciences’ own application packets, forms, handbooks, and FAQs, and the Business and Professions Code and California Code of Regulations as compiled in the Board’s January 2026 statutes and regulations. Every form is linked to the Board’s copy, and where a current Board form and this page differ, the form governs.

How current it is. Rules were last verified on the date shown at the top of the page. Fees are the Board’s temporary 50 percent reductions, in effect from July 1, 2026 through June 30, 2030. We recheck the underlying sources on a recurring schedule and after any major announcement.

Whose degree it applies to. The route is the same for graduates of any degree program that meets the Board’s educational requirements, and the Board decides whether a given degree qualifies. How corrections are handled. Anyone can request a correction by emailing mabundez@sentio.org. We respond within five business days, and corrections supported by the Board’s published materials are made immediately.

Independence. The Sentio MFT program is offered by a 501(c)(3) nonprofit graduate school. This page contains no paid placements, no affiliate links, and no advertising of any kind.

Tony Rousmaniere, Psy.D. is the President and Program Director of the Sentio MFT program and the Executive Director of the Sentio Counseling Center. He is Past-President of the psychotherapy division of the American Psychological Association and the author of many books on Deliberate Practice, including the series The Essentials of Deliberate Practice (APA Books). In 2017 he published the widely cited Atlantic article “What your therapist doesn’t know.” He is a licensed psychologist in California and Washington.

Alexandre Vaz, Ph.D. is the cofounder of the Deliberate Practice Institute and provides advanced clinical training and supervision to clinicians around the world. He is the author or co-editor of many books on deliberate practice and psychotherapy training, including the series The Essentials of Deliberate Practice (APA Books). He is founder and host of Psychotherapy Expert Talks. He is a licensed clinical psychologist in Portugal.

Mikaela Abundez is the Director of Student Services for the Sentio MFT program and a Registered AMFT (#144302) at the Sentio Counseling Center. She holds a Master of Arts in Marriage and Family Therapy and is trained in Emotionally Focused Therapy, Schema Therapy, and Internal Family Systems. Her private practice is at growwithmikaela.com.
